The Council's publications began as a project of the Northern Cheyenne Tribe.  In 1965, John Woodenlegs, president of the tribe, formed an Education Planning committee, which gathered information for a series of small books about the Cheyenne, for use in teaching reading to the Cheyenne children.  This committee met every month for about five years.  Some of the members of the committee wanted to continue to make the materials available, as well as expand the opportunity to other tribes, so they formed a non-profit corporation: THE COUNCIL FOR INDIAN EDUCATION: Hap Gilliand, President and Editor.

The Council consists of a board of directors and about one hundred members.  An Intertribal Editorial Board reads and evaluates all material before publication, to make sure it is authentic and of a quality that they want their children to read.

No one connected with the council makes a profit from these materials.  All editorial work is performed without pay by busy people in their spare time.  All contributions and income from sales are used to publish more books for Native American education.
